A semicircular base that supports three figures. The main figure in the center is an anthropomorphism of Commerce. She is dressed in a strapless robe that is belted at the waist. Her left arm rests on a globe that sits atop a simple column. Her right foot is planted on top of a shipping crate, and her right arm cradles a small boat. The long. heavy robes of Commerce further symbolize her wealth and power.
Below the globe on her left side, crouches a nude male figure representing steam. He clutches a wheel in one arm and shields his face with the other. On the other side of the throne, is a nude female figure representing electricity. Electricity has her arms raised in a protective manner, and in her right hand she holds a magnet. To her left is a small generator.
