The scrolls represent the rolls of office, ad the open hand signifies the swearing of allegiance. Integrity is adorned with a crown of olives, which was the highest honor in the Olympic Games. An olive crown represents a truthful, honest triumph. To earn the olive crown, there is no room nor any forgiveness for dishonest victory.
